We are seeking a globally-minded and professionally experienced Overseas Human Resources Shared Service Center (HRSSC) Manager to lead strategic planning, operational optimization, and compliance system development, supporting the company's sustainable growth in international markets.
Key Responsibilities
Strategic Planning & Design
Develop the roadmap for overseas HRSSC establishment, design organizational structure, service delivery models, and governance mechanisms to support the implementation of global HR strategies.
Policy & Process Standardization
Assist the HR Center of Excellence (COE) in improving overseas HR policies, and oversee the standardized management of core business processes including payroll, personal income tax, employee onboarding/transfer/offboarding, and Employer of Record (EOR) operations.
Compliance System Development
Establish compliance monitoring mechanisms for shared service center operations, integrate labor laws, data privacy regulations, and tax compliance requirements from various countries into key process nodes, and conduct regular compliance reviews and risk assessments.
Operational Delivery & Experience Enhancement
Develop and optimize multi-channel service desk and ticket management systems, and drive continuous improvement in service quality and employee satisfaction through key performance indicators.
Team Development & Enablement
Promote capability building within the core shared service center team, refine overseas talent training systems, and enhance the team's professionalism and service effectiveness.
Qualifications
Education Background
Bachelor’s degree or above, major not restricted. Overseas study experience is preferred.
Knowledge & Skills
Familiar with global compliance requirements, with strong project management, change management, and cross-departmental collaboration skills.
Professional Expertise
Proficient in the full process of expatriate management, with in-depth understanding of overseas compensation & benefits systems and HRSSC operations.
Compliance & Risk Awareness
Deep knowledge of overseas payroll and tax compliance, with strong compliance risk awareness, data sensitivity, cross-cultural communication skills, and results-driven project execution ability.
Systems & Certifications
Familiar with HRIS payroll modules (e.g., Workday, SAP SuccessFactors). Professional certifications such as CPA, ACCA, or HR-related credentials are preferred.
Work Experience
Minimum 5 years of experience in HR operations or HRSSC management. Experience in SSC setup or transformation is preferred.
Industry Background
Prior experience in multinational new energy, technology, or high-end manufacturing industries is preferred.
Language Proficiency
Fluent in spoken English, able to use English as a working language, and skilled in handling complex documents/contracts and conducting professional meetings.
