Position OverviewNavistar is seeking a Chief Engineer–Certification Test candidate to lead the testing obligations for all Navistar powertrains. The candidate will be responsible and accountable for certification data acquisition in support of both new and current model platforms. As the Chief engineer and department manager, this person will be responsible for adhering to all applicable regulations and ensuring data integrity. This role will also be the lead for procedure development and documentation as it relates to regulatory requirements.
Responsibilities- Lead and develop a professional team of engineers
- Ensure test activity adheres to applicable Environmental Protection Agency (EPA) and California Air Resources Board (CARB) regulations
- Coordination of certification test schedules
- Ensure compliance during various certification activities:
- Durability Demonstration Engine (DDE) testing
- Infrequent Regeneration Adjustment Factor (IRAF) testing
- Deterioration Factor (DF) testing
- Emissions, greenhouse gas (GHG) testing
- Support larger team with various compliance activities:
- CARB Manufacturer Self-Test (MST)
- Compliance testing, including Not-To-Exceed (NTE), Moving Average Window (MAW) and Production Vehicle Evaluation (PVE)
- Process/Documentation/Standardization of the certification process
- Incorporate and schedule new test requirements for any applicable model year
- Communicate future regulatory requirements throughout the organization
- Provide regulatory guidance to development programs
- Represent Navistar at industry meetings and regulatory committees
- Interface with EPA and CARB as needed
- Support official Navistar powertrain application process with EPA and CARB
- Report out testing status to various audiences
Minimum Requirements- Bachelor’s degree in Engineering, Engineering Technology or Computer Science
- At least 10 years of experience in product design/development and/or computer science experience
- At least 4 years of experience managing technical professionals and technical staff in engineering and design activities
OR
- Master’s degree in Engineering, Engineering Technology or Computer Science
- At least 8 years of experience in product design/development and/or computer science experience
- At least 4 years of experience managing technical professionals and technical staff in engineering and design activities
OR
- PhD in Engineering, Engineering Technology or Computer Science
- At least 6 years of experience in product design/development and/or computer science experience
- At least 4 years of experience managing technical professionals and technical staff in engineering and design activities
Additional Requirements- Qualified candidates, excluding current Navistar employees, must be legally authorized on an unrestricted basis (US Citizen, Legal Permanent Resident, Refugee or Asylee) to be employed in the United States. Desired Skills- Fundamental understanding of heavy-duty diesel engines
- Effective technical communication and presentation skills
- Proven leadership skills with a focus on mentoring and team building
- Vehicle and dynamometer emissions testing experience
- Proficiency with the Code of Federal Regulations (CFR) and California Code of Regulations (CCR)
- Familiarity with Battery Electric Vehicles and related testing
- Effective decision maker that maintains a high level of integrity
- Familiarity with control software, control modules and related electronics
- Familiarity with the powertrain development process
- Data analysis related to On Board Diagnostics (OBD), emissions and Controller Area Network (CAN) messaging
