Minimum Qualifications
- A High School Diploma or equivalent.
- One (1) years of State of Florida government purchasing and/or procurement experience.
- One (1) year experience in utilizing of MyFloridaMarketPlace (MFMP) Ariba on Demand (AOD) e-procurement system or similar procurement system.
- Experience with Microsoft Office Suite, Word, Outlook and Excel
- Must obtain a Florida Certified Contract Manager (FCCM) certificate within one year of employment

Duties And Responsibilities
This position is responsible for professional work, reviewing and approving purchasing requests for a variety of commodities and services for the agency submitted through the MyFlorida MarketPlace (MFMP) Ariba On Demand (AOD) e-procurement system.
Specific duties and responsibilities include, but are not necessarily limited to:
- Ensures all purchasing requisitions are in compliance with all Department Policies, Florida Statutes, Administrative Code, and other purchasing rules, regulations, and procedures;
- Proactively identifies and meets the needs of all customers both internally (section, bureau, division, & agency) and externally (citizens, vendors, recipients, other agencies, etc.).
This position also serves as a Procurement Officer in competitive solicitations such as Request for Proposals (RFP), Invitation to Bid (ITB), or Invitation to Negotiate (ITN) and non-competitive solicitations such as Collaborative Requests (CR), Request for Information (RFI), and Single Source (SS) pursuant to Chapter 287, F.S. and Chapter 60A.1 F.A.C;
Specific duties and responsibilities include, but are not necessarily limited to:
- Creates, and reviews procurement requests in MFMP AOD for accuracy and compliance with Department policies and procedures, Chapter 287, F.S. Chapter 60A.1, F.A.C., and Department of Financial Services (DFS) memorandum.
- Responsible for assisting the Divisions with the development, execution, tracking, amending and overall administration of assigned contracts.
- Maintain the Department’s original contract files on all assigned contracts.
- Tracks and monitors expiration dates of contracts and purchase requisitions of assigned purchase orders and procurements.
- Facilitates the tracking of agreements through the Department’s review and approval process ensuring timely execution.
- Triage issues, track and report information, and facilitate problem resolution related to Department contracts and purchase orders.
Additional Duties Include, But Not Limited To
- Serves as contract manager for the Department’s copier leases;
- Serve as the Assistant Office of Supplier Development Coordinator for the Department;
- Responsible for providing purchasing training to the Divisions in conjunction with the Purchasing Manager, to all AOD requesters regarding their duties, roles and responsibilities as outlined in Florida Statutes (Chapters 119, 120, 215, 216 and 287), rules (F.A.C. Chapters 60A, 69I), and established policies and guidelines, as applicable; and
- Perform other work-related duties as required.
Knowledge/Skills/Abilities
- Knowledge of State purchasing and contracting rules, regulations, procedures, techniques, practices and interpretations, including Chapter. 287, F.S. Rule 60A, F.A.C.;
- Ability to compile and analyze complex information for administrative decisions.
- Ability to communicate effectively, both verbally and in writing.
- Ability to work independently; and
- Ability to obtain a Florida Certified Contract Manager (FCCM) certificate within one year of employment.
