Lead end-to-end talent acquisition and recruitment function across Europe, drive international & overseas hiring, build and manage recruitment teams, ensure full compliance with EU labor law and GDPR in recruitment, and deliver scalable, high-quality talent solutions to support business growth in Europe.
Key Responsibilities
● Regional TA Strategy & Leadership
- Serve as Lead of Recruitment Europe, own Europe talent acquisition strategy, workforce planning, and hiring targets.
- Lead, coach, and scale the recruitment team; drive team building, performance management, and capability development for the European recruitment function.
- Partner with regional leadership and hiring managers to define talent needs, prioritize roles, and improve time-to-hire / quality-of-hire.
● Recruitment System & Process Optimization
- Optimize recruitment processes, sourcing channels, assessment frameworks, interview standards, background checks, onboarding and data tracking across Europe.
- Standardize global-local recruitment workflows and implement TA tools, ATS, and analytics to improve efficiency.
● International & Overseas Hiring Execution
- Lead Europe recruitment, European talent acquisition, overseas recruitment, international hiring for technical, commercial, managerial, and executive roles across EU markets.
- Proactively source, pipeline, and attract local & international talents; manage agency partnerships and employer branding in Europe.
● Compliance & Risk Control
- Ensure full compliance with EU labor law, GDPR recruitment requirements, data privacy, equal employment, and local country hiring regulations.
- Review and update recruitment policies, consent processes, candidate data handling, and cross-border data transfer protocols.
● Reporting & Stakeholder Management
- Monitor TA KPIs and provide regular reporting to global and regional leadership.
- Act as the recruitment focal point for Europe, maintain close alignment with the global recruitment COE at headquarters, regularly share regional talent market trends and employment insights.
Required Qualifications & Experience
● Chinese national / Chinese professional, based in Europe, native or fluent Mandarin + business-level English (written & spoken).
● 8+ years progressive experience in Europe recruitment / European talent acquisition / international hiring / overseas recruitment, with 3+ years in leadership role as Head of Recruitment Europe, Recruitment Manager Europe, Talent Acquisition Lead Europe, European Talent Acquisition Manager or equivalent.
● Deep knowledge of EU labor law, GDPR recruitment, data compliance, and cross-border employment practices.
● Experience in recruitment team building, leadership, and performance management.
● Strong cross-cultural communication, stakeholder influence, and project delivery skills.
Preferred
● Experience supporting Chinese enterprises or global teams expanding into Europe.
● Familiarity with multiple EU markets (Germany, France, UK, Nordics, etc.).
● Experience with talent pipelining, executive search, and high-volume recruitment.
● HR analytics, ATS, and LinkedIn Recruiter expertise.
● Previous experience in 0-1 recruitment system setup or scaling is a strong plus.
