Job Description
The Fleet Services Director is responsible for the effective/efficient management of the Fleet Services Division. The Fleet Services Director directly oversees the operations of Fleet Services, forecasting, planning, organizing, and monitoring the activities of Fleet Services.
Essential Duties
Plans, coordinates, and directs fleet services, operations, staffing and equipment to meet procurement and maintenance requirements of supported City of Killeen Departments.
Prepares and oversees the administration of Fleet Services operating budget and fuel budgets for all city departments/divisions.
Oversees procurement of supplies and equipment essential to the operation of Fleet Services.
Administers procurement and/or leasing of vehicles and equipment for all departments/divisions.
Facilitates, verifies, and reviews all written specifications on vehicles and equipment.
Reviews monthly reconciliation of fuel and fleet parts inventories and monthly billing for all departments/divisions.
Works with external entities such as TCEQ to ensure compliance with any current or new legislative mandates relative to fleet.
Manages the disposal of city vehicles and equipment through public auctions and maintain records of disposal.
Manages inspection of newly acquired vehicles and equipment for adherence to required specifications.
Coordinates with Risk Manager to ensure vehicle accidents are properly reported.
Oversees annual physical inventory and assists external auditors accordingly.
Serves as a member of various employee committees.
Coordinates fleet and equipment in emergency events.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations.
Performs other duties as assigned.
Required Minimum Qualifications
Education and Experience:
- Graduation from a four (4) year college with specialized course work in engineering, fleet maintenance, public administration, business or a closely related field; or
- At least ten (10) years of supervisory experience, with at least five (5) years supervising fleet operations ; or
- Any equivalent combination of education and experience.
Necessary Knowledge, Skills And Abilities
- Working knowledge of the principles of internal combustion engines.
- Working knowledge of the principles of operation of gas and diesel fuel systems.
- Working knowledge of the principals, mobile air conditioning and recovery systems.
- Basic knowledge of the functions of automatic transmissions, hydraulic systems, pumps, valves, generators, and welding/fabrication.
- Familiar with current price trends, grades, and or quality, of materials and equipment required by various departments.
- Working knowledge of the practices, methods, materials, and tools required for modern equipment maintenance.
- Skilled in the operation of diagnostic and repair tools/equipment.
- Ability to establish and maintain effective preventive maintenance programs, policies, and procedures.
- Ability to maintain effective accounting procedures.
- Ability to establish objectives and carry out assigned projects to their completion.
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective leadership/supervision of all subordinates, and
- Ability to establish and maintain effective working relationships with employees, city officials, and the general public.
- Ability to administer a fleet services operation efficiently and effectively.
- Maintains regular and punctual attendance.
- Standard work hours for this position are from 7:00 AM to 4:00 PM, Monday through Friday. However, exempt employees may be required to work additional hours as necessary to fulfill job responsibilities and meet deadlines in accordance with applicable labor laws and City of Killeen Administrative Policies and Procedures.
Special Requirements
- Must have a valid driver's license by date of hire.
- Must obtain and maintain a Texas Driver's License within 90 days of hire.
- Employee may be subject to call-outs or irregular hours.
- Must obtain and maintain a site-specific ClassA Underground Storage Tank(UST)Operator’s License within 60 days of hire

Motorized vehicles, power tools, hand tools, electronic diagnostic equipment, personal computer with fleet maintenance and other related software, including word processing, spreadsheet, presentation, analytical, and publishing software (Word, Excel, PowerPoint, etc.); enterprise financial software, 10-key calculator; telephone, copy machine, fax machine, and other occupation-related business equipment as needed; and safety equipment as required.
